The current Minister of Water and Sanitation for South Africa Ms. Penny Majodina expressed how challenging it is as an implementing agent to deal with the system that adopted decaying structure, the inheritance of office- holders who lacked professional technical knowledge. The lack of attendance by officials in rural areas is also a challenge. She complained about procedures due to lack of Stem yet offered a solution, she says ‘ but what we are going to do out of the water grants, we are giving two water grants, we are no longer going to allow them to implement on their own we are coming in with our water boards as an implementing agent and assist municipalities in ensuring that we complete the incomplete projects ‘ she also encourages them to expand their access to funds.
