Pretoria – A robust multi-agency effort to enhance community safety, the South African Police Service (SAPS) in Tshwane executed a major crime operation, Operation Shanela, in Mamelodi on Saturday, 23 August 2025. The operation involved several key partners and resulted in hundreds of arrests and extensive screenings.
Strong Crime Response with Broad Collaboration
Led by District Commissioner Major-General Samuel Thine, the operation drew on expertise from multiple agencies, including:
- SAPS
- Department of Home Affairs
- Tshwane Metro Police Department
- Gauteng Traffic Police
- National Traffic Police
- Department of Community Safety
Their combined efforts reaffirmed the Tshwane district’s “zero tolerance” stance on crime and pursuit of stronger community trust.
Arrests Across Varied Offenses
A total of 362 individuals were arrested, encompassing serious offenses:
- Gender-based violence: 58 arrested
- Attempted murder: 5
- Armed robbery: 3
- Rape: 3
- Assault with intent to cause grievous bodily harm: 25
- Hijacking: 4



Additionally, immigration enforcement led to the detention of 23 undocumented foreign nationals. One individual was fined for employing undocumented persons.
Traffic and Public Order Enforcement
The police conducted 920 personal and 456 vehicle searches, resulting in:
- 44 arrests for driving under the influence
- 66 traffic fines issued, totaling R16,600
Hotspot patrols, 11 in total led to arrests tied to:
- Public drinking: 16
- Being intoxicated in public: 1
- Illegal gambling: 1
- Drug possession and dealing: 5, along with 42 ziplock bags of drugs and cash confiscated
Liquor regulation also featured strongly, with 30 outlets inspected, 8 were closed for non-compliance, and 1,027,768 ml of alcohol seized.

Major-General Thine lauded the coordinated action, applauding the teamwork and dedication of all participants in delivering a successful operation.

Part of a Sustained Anti-Crime Strategy
Operation Shanela is part of a larger, nationwide push to combat crime through high-density policing. Over the weeks prior, thousands have been detained under this initiative:
- Nationwide, from 16 to 22 June, 15,372 arrests were made including 2,400 wanted individuals and others involved in violent crime and drug offenses.
- Earlier this year, over 16,700 arrests occurred within a single week of Shanela operations.
These operations highlight the resolve of authorities to restore safety, though civil society advocates urge a strong focus on ensuring that arrests lead to successful prosecutions.
