Johannesburg Executive Mayor Dada Morero has made strategic changes to his Mayoral Committee, appointing two prominent councillors to new portfolios as part of his continued push for improved service delivery, fiscal discipline, and administrative stability.
Councillor Loyiso Masuku has been appointed as the new Member of the Mayoral Committee (MMC) for Finance, replacing Margaret Arnolds, who was recently elected as the new Speaker of Council. Masuku previously served as the MMC for Group Corporate and Shared Services.
Taking over Masuku’s former role is Councillor Sithembiso Zungu, who has been named the new MMC for Group Corporate and Shared Services.
“These appointments are crucial as the City seeks to strengthen financial governance, uphold fiscal discipline, and enhance revenue collection to serve its residents better,” said a statement from the mayor’s office.
Mayor Morero emphasized that the reshuffle is not just administrative but strategic designed to reinforce leadership within the municipality at a time when the city is actively implementing its turnaround plan. The appointments are expected to drive greater efficiency across key departments and deepen the city’s ability to respond to residents’ needs.
“The Executive Mayor believes that the leadership, experience, and commitment to public service demonstrated by these appointees will significantly contribute to the success of the administration’s service delivery agenda,” the statement read.
The city leadership has been under pressure to stabilise governance amid budget constraints, aging infrastructure, and growing service delivery backlogs. According to the Mayor’s office, the latest appointments are part of a broader effort to professionalise the city’s administration and restore trust in local government.
The emphasis on improved financial oversight and internal harmony aligns with Johannesburg’s broader goal of becoming a “high-performing, responsive, and resident-focused” city, Morero noted.
